ThenumberofstudiesaimedattheNewPublicManagementmodel(NPM),publicservicemotivation(PSM),publicsectororganizations,performance,governance,ethics,localgovernments,jobsatisfaction,publicsectorreformandinnovationhaveincreasedconsiderablyintheperiodanalyzedinthiswork(2004-2014),encouragingdiscussionsonthefactorsthatinterferewiththequalityofservicesprovidedbypublicorganizations.Theknowledgegeneratedbythesestudiesenablestheidentificationofscientificgapsandassistsnewresearchescoveringboththeexpansionofexistingtheoryandthepropositionofinnovativemodelsrelatedtopublicserviceimprovement.

Inlightoftheabove,thisbibliometricstudypresentsandanalysesmajorpublicationsinvolvingpublicservicemanagementinthedecadeof2004-2014,soastoidentifyscientificgapstopromoteandguidenewstudiesonthesubject,allowingandencouragingthatitsfindingsshouldbeadoptedbypublicserviceorganizationsworldwide.

Thefollowingsectiongivesanoverviewoverthetheoryonwhichthisworkwasbased.Subsequently,theresearchmethodusedinthisarticleispresented,coveringtheadoptedresearchparameters,databasesandcomputationaltoolsusedinitsanalysis.Afterthat,theresultsobtainedaredescribedandanalyzedinordertosystematizethescenarioofthepublicationsonthetopicandtoidentifygaps.Inthelastsection,thefindingsofthestudyarepresented,highlightingtheirscientificcontributionandproposalsforfuturestudies.

2.?Theoreticaloverview

Publicservicemanagementcomprisesinterdisciplinaryknowledgeofeconomics,sociology,organizationaltheoryandlaw,whichshouldbeintegratedwithcharacteristicelementsofthepublicsectorasmotivation,bureaucracyandgovernance(Voet,2014).Thestudyofpublicorganizationsencompassesacademicdisciplinessuchaspoliticalscience,psychologyandbusinessmanagement,whichareaimedatunderstandingthestructure,culture,processes,technologies,environmentsandchangemanagementofthesector(Soni,2011).

Accordingto?Motta(2013),theconceptofefficientpublicmanagementhasevolvedwiththeIndustrialRevolutionandtheweakeningofthearistocraticandabsolutistpowers.Intheearly20thcentury,therewasasearchforuniversalprinciplesofpublicmanagementthatresultedinexcessivefocusoncontrolmechanisms.Inthesecondhalfofthecentury,itwassoughttoseparatethepoliticalaspectsofadministrationthroughthecreationoftheNewPublicAdministration.

Theideaofmanagingpublicorganizationsinananalogouswaytoprivateorganizationswasdisseminatedinthelastdecadesofthe20thcenturywithapromisingmanagementmodel,theNPM,whichemergedwiththemainpurposeofrunningpublicorganizationsasprivatecompaniesthatareaimedatgeneratingprofits,i.e.withprocessefficiency,costreductionandefficiencyintheprovisionofservices(Motta,2013).Atthebeginningofthe21stcentury,governmentsweremoreconcernedaboutensuringthatpublicserviceswereconductedeffectively,andsobegantodelegatetheirauthoritytothirdparties,wheregovernancebecameoneofthemostappliedtoolsinpublicservicemanagement(Soni,2011).

Intheviewof?Peters,Pierre,andRandma-Liiv(2011),ithasbeenpartofthelogicofgovernancetodecomposethepublicsectorintonumerousorganizationsforspecificpurposesinordertoincreaseefficiencyintheprovisionofservices.Thatlogic,however,leadstoadivisionofregulatorypowersandinformation,thuslimitingtheabilityofthepublicsectortoimproveitsfinancialmanagement,toinnovateandtomakesystemicimprovements.Furthermore,publicorganizationsvaryinfunction,structureandadministrativelevel(LindgrenJansson,2013)andhavebeenunderdirectinfluenceofthepoliticalsystemsincethebeginningoftheirhistoryuntilthepresentday.

Accordingto?Conteh(2012),oneofthegreatestchallengesofpublicsectoristoinstitutionalizenewmechanismsofpoliticalparticipationthatsupportthepracticeofgovernanceinitsvariousorganizationallevels.Nevertheless,thepublicservicemanagementisconductedbyorder-orientedprinciplesandpractices,uniformityandfairness,whichdependtoagreatextentonpoliticalconsensusandsupport(Motta,2013).

Therefore,therearespecificconstraintsandpressuresinthepublicsectorthatcreateamorecomplexcontextwhencomparedtoprivatecompaniesenvironment,thusincreasingthenumberofrelatedstudies,suchastheNPMmodel(GarrettSementelli,2012),PSM(Wright,Christensen,Isett,2013),performance(Walker,Brewer,Boyne,Avellaneda,2011)andpublicserviceorganizations(Rashman,Withers,Hartley,2009),asitisgoingtobeaddressedsubsequentlyinthismanuscript.
